Digitizing Child Records Safely: A Practical Preschool Workflow

1. Inventory records before migration
Start with every place data is held: filing cabinets, spreadsheets, phones, email, chat groups, and legacy software. Record the owner, purpose, format, and condition of each record group.
- Separate enrollment, health, learning, tuition, and pickup records.
- Mark duplicates, information with no remaining purpose, and data lacking a clear retention basis.
- Prioritize information needed for daily care and emergency response.
2. Design access before importing data
Access should follow responsibilities rather than convenience. Define what teachers, health staff, finance, admissions, and leadership need to view or change.
- Use individual accounts instead of a shared department login.
- Require approval for bulk exports or sharing outside the school.
- Schedule access reviews and remove permissions when roles change.
3. Migrate in small batches and reconcile
Pilot a clearly bounded set of records before moving the whole school. After each batch, the responsible staff member should compare source records, test permissions, and log errors so the process can improve.
- Define required fields and consistent entry conventions.
- Do not retain poor-quality scans when the essential information has been entered and verified.
- Destroy originals only after confirming recordkeeping duties and recovery arrangements.
4. Operate the system after launch
The school still needs processes for correction, updates, retention, backups, and incidents. Without accountable owners, a digital repository quickly becomes another disorganized filing cabinet.
- Assign an owner to each record category and set recurring reviews.
- Record significant actions to support investigation when something goes wrong.
- Assess providers for processing scope, data export support, and deletion when the service ends.
★Executive Summary
Treat child-record digitization as a process-change project: inventory, reduce, authorize, migrate in batches, reconcile, and maintain. The goal is to give the right person the right information at the right time—not to retain as much as possible.
